Contextual Safeguarding Toolkit


The issue of ‘threshold’ is one that requires consideration and definition in a Contextual Safeguarding system. Thresholds are used within children’s social care, and wider safeguarding partnerships to inform decisions about the allocation of resources, the service responsible for leveraging an intervention, and the extent to which engagement with services can be voluntary or statutory.
